RULES AND CONSTITUTION
of the
TRANS-ATLANTIC BASEBALL ASSOCIATION (TABA)

TRANS-ATLANTIC BASEBALL ASSOCIATION (TABA)
The Trans-Atlantic Baseball Association (TABA) was formed in 2020 by a group of GMs from the Ohio Baseball League (OHBL), looking to expand the baseball universe to a more global league. The league is a fictional league, with players and teams being created in OOTP 21 (any similarities to real individuals - either living or dead - is entirely coincidental).
League Information:
- League hosted on StatsPlus, URL: atl-02.statsplus.net/taba/
- Slack is the primary method of communication, although we may migrate to Discord for live events
League Structure:
- TABA is made up of two leagues (European League, and League of the Americas), each with six teams.
- Regular season consists of 136 games;
- Interleague Play is enabled;
- Playoffs are done in a Round Robin format, with the top four teams from each League competing in a Pool Play (LPP) tournament. The regular season league champions will receive home field advantage throughout the League Pool Play. The top two teams from each League Pool Play will advance to the League Championship Series(LCS), which is a best of seven game format. The winners of the LCS will face off in the World Series (WS), which is also best of seven.
- Universal DH is in effect for both leagues (while many of us hate the DH in real life, we don’t like the way OOTP handles pitching changes, pinch hitting, etc.)
- Scouting is on, with normal accuracy. Players are rated on a scale of 20-80.
- Owner Goals are off
- Pitchers must face a minimum of 3 batters, or finish an inning;
- Active Roster is 26 players, Secondary Roster and Expanded Roster is 40 players, Spring Training Roster is 60 players
- Waiver period is 8 days
- DFA period is 15 days
- Injuries are on normal setting, but there will be no delayed diagnoses. IL lengths are 10 days for batters, 15 for pitchers
- Rule 5 Drafts are currently scheduled to begin after the 2024 season
- Trading is allowed, and highly encouraged, in the TABA. However, trades may only be executed between human managers. No trades may be made with AI teams;
- Injured players may be traded, as long as both GMs are amenable to the trade;
- Draft picks may be traded;
- Trades must be posted in the #pending-trades channel in Slack. Postings must be clear as to which teams will be receiving which players (including which league the players are in - ML, AAA, AA, or A), and must be approved by all parties.
- Both GMs involved in the trade must offer, and submit, the trade in OOTP, and export. If both parties do not include a submitted trade with their export, the trade will not go through. The transactions submitted by each team must be the same, or the trade will not go through;
- In the event there is a trade involving 3 or more teams, the trade details must be clearly posted in the #pending-trades channel in Slack. Any portion of the transactions which may be processed in OOTP must be completed, submitted, and exported by the parties involved. If there are any issues or concerns, the commissioner must be contacted, prior to exports being pulled;
- Trades will be processed at the beginning of each sim period. If a GM wishes for a newly traded player to be added to the Active Roster/Lineup, this information must also be posted with the trade information on Slack;
- The League Commissioner has the right to veto trades which are egregiously favorable for one team over the other. This should not be an issue, but the right needs to be reserved in order to protect new players, or to prevent the possibility of sabotage or collusion;
- Recently drafted players may be drafted at any time after they have signed with a team;
Contracts and Extensions:
- No player with less than three years of Major League service shall be eligible to receive a multi-year contract extension.
- To avoid arbitration, players may be offered a one year contract extension, regardless of service time;
- Maximum contract term is 10 years;
- Team Options must include a buyout of at least 25% of the option year salary;
- Player salaries may not increase or decrease by more than 50% of the previous year’s salary (example: If the first year of a contract is $10M, the second year must be between $5M-$15M). This is to prevent either front- or back-loading contracts;
- If there are multiple option years, both must be the same type, and the same salary amount;
- Incentives must be reasonable:
- Plate Appearances (for batters, only): no more than 500
- Innings Pitched (pitchers only): 180 for Starting Pitchers, 70 for Relief Pitchers
- Total amount of incentives offered must not exceed 25% of the lowest guaranteed contract year;
Finances and fan base:
- Ticket prices will be set by GMs, and must fall within the range of $20-$60;
- Owners do not set budgets. Teams will have access to entire revenue;
- No revenue sharing or luxury tax. As the league evolves, we may implement this option should we deem it necessary.
- All teams will start with a fan base of 100% (it is the inaugural season, of course they will be excited!!). After the 2024 season, any fan base below 65% will be adjusted up to that level. This process will occur every year after the offseason begins;
GM Incentive Points:
- GMs will earn incentive points based on participation of league activities. The points will be awarded for the following:
- 1 point for timely exports during the regular season;
- 50 points for perfect export record during the regular season;
- Points may be redeemed for the following rewards :
- Stadium Seating: 10 Points per 100 seats (Maximum Capacity: 60,000)
- Stadium Naming Rights: 100 Points to rename your stadium (within reason, and may only be renamed every 5 seasons)
- Player Nicknames: 25 Points to add a player nickname
- Retired Players to Coaches: 25 Points to convert a retired player to a coach - The team that converts the player will have first right of hire
- Fan Interest: 50 points raise fan interest 1 point – Not to exceed 80 via this method
- Minor League Team Rebrand: 300 Points - new location, logo, and uniforms (must not be located in a city/town with a team already)
- Major League Stadium: 1500 Points to build a new 35,000 seat retractable roof grass stadium – Dimensions based on any current MLB ratings and naming rights (within reason) – 10 Points for each additional 100 seats at time of purchase (Must be a GM in TABA for a minimum 5 seasons – Stadium builds may only happen every 10yrs)
- Franchise Relocation: 2000 Points to relocate a Major League franchise – Includes the stadium of your choice as outlined above (choice of surface and roof) and naming rights (within reason, and must be a GM in TABA for a minimum of 7 seasons – Franchise relocations may only happen every 15yrs unless specially granted permission by the Commissioner). Relocation plans must be submitted a season in advance, to be approved by the Commissioner and other GMs;
- To redeem points, GMs must post their purchase request in the Incentive Redemption channel in Slack. All changes will be processed during the off-season.

Export and Simulation Schedule:
- All GMs must treat each other with respect. While trash-talk and teasing is highly encouraged, it must be done in fun and not insultingly. Hateful talk of any kind will not be tolerated, in any way. This league is created for baseball and for fun. Real life events, of course, impact us all in many (and different) ways. Please don’t assume everyone else feels the way you do. Keep this a family-friendly league. No political, religious, moral, racial, hetero/homophobic, or philosophical discourse (unless it directly relates to baseball, and TABA, specifically).
Export and Simulation Schedule:
- Simulation schedule: Every Tuesday, Thursday, and Saturday at 10:00 AM EST
- Each sim will encompass a 7 day time frame. There will be exceptions to this timeframe due to special events (i.e., Opening Week, All-Star Games, playoffs, etc.)
- Simulations will be broadcast in real time on StatsPlus (https://atl-02.statsplus.net/taba/reports/news/html/rt_sim/index.html)
- Playoff sims will happen daily, with the number of games played determined by the availability of the playoff managers
- Offseason through the end of Spring Training will be simmed daily, with a schedule broadcast in the #announcements channel in Slack
